Job Purpose:
Chief Engineer is to provide strategic technical leadership and operational stewardship of an organizations physical or digital assets. They are the ultimate custodian of the infrastructure, ensuring it remains safe, efficient, and profitable.
Key Result Areas:
1. Operational Excellence & Reliability
The primary goal is ensuring all systems (mechanical, electrical, plumbing, or software) run at peak efficiency with minimal downtime.
Preventative Maintenance: Developing and overseeing a schedule that stops breakdowns before they happen.
System Integrity: Ensuring the structural and functional longevity of assets.
Response Time: Managing the team to ensure emergency repairs are handled with extreme urgency.
2. Financial Management & ROI
Chief Engineers aren't just technical experts; they are keepers of the budget.
OPEX & CAPEX: Managing operating expenses and planning for large capital expenditures
Energy Management: Implementing sustainability initiatives to reduce utility costs and carbon footprints.
Vendor Management: Negotiating contracts with external contractors to ensure the best service at the lowest cost.
3. Compliance, Safety, and Risk
This KRA is about protecting the organization from legal and physical risk.
Regulatory Adherence: Ensuring the facility meets all local, state, and federal codes (Fire, Safety, Environmental).
Safety Training: Guaranteeing that the engineering staff is trained in LOTO (Lockout/Tagout), PPE usage, and hazardous material handling.
Audit Readiness: Maintaining impeccable documentation for internal and external inspections.
4. Strategic Project Leadership
Chief Engineers oversee the transition from "idea" to "reality."
Project Lifecycle: Managing new builds, renovations, or system upgrades from the design phase through to commissioning.
Resource Allocation: Ensuring the right people and tools are assigned to the right tasks to meet deadlines.
5. Team Development & Leadership
Talent Acquisition: Hiring skilled technicians and specialists.
Skills Gap Analysis: Identifying where the team needs more training (e.g., moving from analog to digital controls).
Performance Metrics: Setting clear KPIs for the engineering staff and providing regular evaluations.
General:
The Chief Engineer works in the Engineering department under Assistant Director of Facilities Management. They are responsible for maintaining and providing regular maintenance to the buildings and facilities while managing and collaborating Engineering and Landscaping teams. Service and assistance in the operational aspects of the Engineering Department.
Key Qualifications:
1. Education & Experience
Education: A Bachelors Degree in Engineering is mandatory. Preferred majors are Mechanical, Electrical, or Civil Engineering.
Years of Experience: * 7–10 years in building maintenance or facility operations.
At least 3–5 years in a supervisory role (Assistant Chief or Duty Engineer).
Industry Specifics: For 4-5 star hotels (e.g., Marriott, Hilton), candidates are often required to have direct experience in "Hospitality Engineering," which focuses heavily on guest-facing aesthetics and rapid response.
2. Core Technical Competencies
MEP Systems: Mechanical, Electrical, and Plumbing.
HVAC & Chillers: Large-scale cooling systems are the biggest cost and complexity in Thai facilities.
Fire & Life Safety: Mastery of Thai fire codes and NFPA standards.
BMS & Automation: Experience with Building Management Systems to monitor energy and equipment.
Preventive Maintenance (PM): Ability to implement and manage a digital PM software (CMMS) to track asset health.
3. Administrative & Soft Skills
Energy Management: Thailand has strict Energy Conservation laws. A Chief Engineer often serves as the "Energy Manager" (requires a separate certification from the DEDE).
Budgeting (CAPEX/OPEX): Managing multi-million Baht budgets for equipment replacement and daily utilities.
Language: For international firms, a TOEIC score of 650+ is frequently requested to communicate with regional headquarters.
Vendor Management: Negotiating and auditing third-party service contracts (Elevators, Pest Control, Landscaping).
